California SB 1383: Reviewing Progress and Looking Forward

Recycling Program Specialist II, Environmental Services Division - City of Oakland

Julia is a Recycling Program Specialist II with the City of Oakland. She has supported the administration of the City's franchise agreements with Waste Management and California Waste Solutions including performance and compliance tracking and analysis and overseen the City's Recycling Hotline. In anticipation of and now implementation for compliance with the SB-1383 Edible Food Recovery Program requirement, Julia has built strategic partnerships between the City of Oakland and the Pacific Coast Food Waste Commitment (PCFWC), Alameda County All-In Eats, StopWaste’s Food Recovery Network, California Resource Recovery Association’s Edible Food Recovery Technical Council, administered a Community Development Block Grant to purchase kitchen equipment for food recovery and distribution organizations and pushed for the creation of an inter-departmental working group on addressing food security in Oakland which is currently working to place food recovery organizations in City facilities with commercial kitchens to increase community food distribution and lower costs for food recovery organizations. In 2018, Julia completed the Zero Waste Principles & Practices Certification program offered jointly by CRRA and SWANA.

Executive Director - Solana Center for Environmental Innovation

Solana Center for Environmental Innovation directly serves the San Diego region with our vision of landfills free of edible and compostable material and oceans free of plastics, exemplified by Solana Center’s role designing innovative compost cooperatives as well as restricting retail and distribution of single-use disposable products. In the 1980s, Solana Center established curbside recycling in southern California and is now a dynamic nonprofit fostering environmental change through education and consulting.

Solana Center and Jessica have received awards for environmental leadership, including most recently San Diego Business Journal’s 50 Over 50 Women of Influence in San Diego (2022), US Composting Council’s Leadership in Outstanding Service in U.S. Composting (2019), California Resource Recovery Association’s California Organics Diversion (2019), San Diego Food System Alliance’s San Diego EMIES UnWasted Food (2018), San Diego Business Journal’s Top Business Women in San Diego (2017), and California Governor's Environmental & Economic Leadership (2016).

Jessica has held positions in research, marketing, and process improvement at various companies including her own software start-up. She holds a master’s degree from MIT and a bachelor's degree from Cornell in Engineering.

Katie Marchini

COO - Replate

Katie is COO at the non-profit food rescue organization Replate where she spends her time figuring out scalable solutions for the food rescue space. She comes to Replate from the catering world and is passionate about working at the intersection between Food Insecurity and Climate Change. She holds a BA in Psychology from Mills College and a Master's in Food Studies from the University of the Pacific.
